Scientific support as part of the model project for the further development of urban development funding

The central task of the scientific research accompanying the pilot project in the state capital of Saarbrücken is the monitoring and ongoing evaluation of the pilot project. The aims of the accompanying research include

  • To develop and conceptualize a research design based on the key research questions,
  • to develop a monitoring and evaluation system, and
  • to support the implementation of the pilot project until 2026 in terms of content and technical advice and monitoring.

Above all, practice-based findings are to be gained, with the focus of the evaluation on the

  • urban development concepts, instruments and measures,
  • Procedural and organizational forms,
  • traffic planning and monitoring,
  • citizen and stakeholder impact.

The central project of the CCC 2.0 model project of the state capital Saarbrücken is the extension to the listed congress hall. This is to be redensified and redesigned as a multifunctional trade fair, congress and cultural center, combining different functions with a wide range of offers. This is expected to generate further synergy effects for the inner city districts. The focus here is on linking the two districts "Westliche Innenstadt" (St. Johann) and "Alt Saarbrücken Tallage" and creating urban connections. In this context, in addition to the creation of new offerings, the transport links between the two districts also play an important role. In this context, we are investigating the extent to which large-scale projects can provide impetus for resilient urban development.
